China has introduced a deep-sea cable-cutting device capable of slicing through fortified underwater communication lines at record depths. Developed by state-backed researchers, the tool can operate at 4,000 metres, twice the range of current infrastructure. While officially intended for civilian use, its dual-use potential raises alarm over the security of global undersea networks.
